The Petroleum and Natural Gas Regulatory Board (PNGRB) has introduced two digital initiatives to enhance efficiency and improve stakeholder engagement across the oil and gas sector.
The IGMS Portal enables consumers to raise unresolved concerns relating to City Gas Distribution (CGD), Liquefied Petroleum Gas (LPG) and retail petroleum outlets. The e-Portal facilitates online filing of regulatory applications and submissions, making interactions with PNGRB more efficient and streamlined.
Together, these initiatives support greater transparency, accountability and efficiency while encouraging digital processes instead of manual procedures. They also reinforce the importance of timely compliance, proper documentation and effective digital engagement for businesses operating in the oil and gas sector.
Integrated Grievance Management System
The IGMS Portal is a new digital platform introduced by PNGRB to improve consumer services and streamline communication with stakeholders in the oil and gas sector.
The scope of the portal extends across key segments of the oil and gas industry, including:
Consumers experiencing issues relating to these services are expected to first approach the concerned entity through its internal grievance redressal mechanism. Where the grievance remains unresolved, the consumer may escalate the matter before the PNGRB through the IGMS Portal.
The introduction of a dedicated online platform replaces the earlier practice of submitting grievances through email. The previous mechanism, while functional, lacked a structured workflow for registration, monitoring, and tracking of complaints. The absence of a unified platform often resulted in fragmented communication and made it difficult for stakeholders to monitor the progress of grievances.
The IGMS Portal seeks to address these limitations by providing a standardised digital interface through which complaints may be submitted, recorded and monitored. The portal enables consumers to upload relevant information and supporting documents while creating a systematic record of the grievance and the action taken thereon.
By centralising the grievance redressal process, the PNGRB has also sought to improve transparency and accountability. A dedicated platform facilitates better monitoring of complaints, reduces dependence on scattered email correspondence and enables the regulator to maintain comprehensive records of grievances received across various sectors of the oil and gas industry.
The portal is also expected to enhance regulatory oversight by providing the Board with greater visibility into recurring consumer issues and service-related concerns. Such information may assist the regulator in identifying systemic issues affecting consumers and facilitate more informed regulatory intervention wherever necessary.
For regulated entities, the introduction of the IGMS Portal underscores the importance of maintaining effective internal grievance redressal mechanisms. Since unresolved complaints may now be escalated through a structured regulatory platform, companies may need to ensure that customer complaints are handled promptly, appropriately documented and resolved within prescribed timelines to minimise regulatory escalation.
PNGRB e-Portal
In addition to strengthening consumer grievance redressal, the PNGRB has also operationalised a comprehensive e-Portal for regulatory filings and applications.
Through a public notice, the Board has informed stakeholders that all applications and regulatory submissions are now required to be made exclusively through the PNGRB e-Portal. The portal has been developed as a single integrated platform to facilitate various regulatory processes falling within the jurisdiction of the Board.
The transition to an online filing system represents an important procedural change for regulated entities, as physical submission of applications and supporting documents is no longer accepted. Accordingly, all future applications and related submissions are required to be made electronically through the designated portal.
The e-Portal covers a broad range of regulatory matters, including:
By integrating these processes within a single platform, the PNGRB aims to simplify regulatory interaction between the Board and stakeholders while promoting greater consistency in regulatory administration.
The mandatory use of the portal is expected to reduce administrative delays associated with manual submissions and physical document handling. Standardised electronic filing also facilitates quicker scrutiny of applications by ensuring that submissions are made in a uniform format along with the requisite supporting documents.
The portal is further expected to improve record management by maintaining electronic records of applications and correspondence, thereby enabling easier retrieval of information whenever required by either the regulator or the applicant.
To ensure a smooth transition to the new system, entities regulated by the PNGRB are required to register themselves on the portal and familiarise themselves with the online filing process. Since all future regulatory interactions are expected to take place through the portal, timely registration and implementation of appropriate internal compliance processes assume considerable importance.
Significance
Collectively, these initiatives mark a significant step towards the digital transformation of the regulatory framework governing India’s oil and gas sector.
The IGMS Portal focuses on the consumer-facing side of regulation by creating a structured mechanism for grievance escalation and monitoring. This is likely to enhance consumer confidence by providing greater transparency in the handling of complaints while enabling the regulator to monitor service quality more effectively.
On the other hand, the e-Portal focuses on improving regulatory administration by creating a unified interface for applications and statutory submissions. The move away from physical filing is expected to reduce administrative inefficiencies, improve processing timelines and promote consistency in regulatory practices.
The two platforms therefore seek to strengthen both regulatory oversight and stakeholder engagement by leveraging technology to simplify processes that were previously dependent on manual communication and physical documentation.
Key Implications
The introduction of the IGMS Portal and the mandatory PNGRB e-Portal reflects the Board’s continued focus on digitalising regulatory processes while improving consumer protection and regulatory compliance. Together, these initiatives are expected to make regulatory interactions more transparent, efficient and accessible for both consumers and regulated entities.
The implementation of any new digital platform may, however, involve initial operational challenges. In this regard, the PNGRB’s subsequent Public Notice dated 19 May 2026 relating to the e-filing module for legal cases acknowledges that certain technical issues were encountered after the portal became operational. The Board clarified that these issues had been rectified and, as an interim measure, stakeholders should continue filing pleadings physically while uploading the same through the e-filing portal. This demonstrates the PNGRB’s practical approach towards ensuring continuity of regulatory proceedings while strengthening its digital infrastructure.
Overall, these initiatives signify an important step towards a more technology-driven and efficient regulatory framework. Oil and gas entities should ensure that their internal compliance processes, regulatory filings and grievance redressal mechanisms are aligned with the revised digital framework to facilitate seamless interaction with the PNGRB.
